The Distribution Code Review Panel (DCRP) is an official body in Oman that oversees and develops the electricity distribution code (below 132 kV) and ensures it meets regulatory and licensing requirements. It brings together electricity distributors, regulators, and sector stakeholders to approve standards, equipment, contractors and recommend improvements to the electricity distribution system.

Overview
The Distribution Code Review Panel (DCRP) is a statutory body established under Article 90 of Royal Decree 78/2004, the Law for the Regulation and Privatization of the Electricity and Related Water Sector in the Sultanate of Oman. The Panel operates under a constitution approved by the Authority for Electricity Regulation, which defines its scope, membership, responsibilities, and governance framework.
DCRP serves as the principal forum for reviewing, developing, and maintaining the Distribution Code governing electricity distribution systems operating below 132 kV in Oman. Through close coordination with licensed electricity distributors, regulatory authorities, and other key stakeholders within the electricity sector, the Panel ensures that the Distribution Code remains effective, relevant, and aligned with industry requirements.
The Panel’s responsibilities include reviewing and updating the Distribution Code, evaluating proposed amendments, ensuring compliance with licensing requirements, addressing emerging operational challenges, and recommending improvements to Oman Electrical Standards relevant to distribution systems. In addition, DCRP provides guidance on distribution-related matters, approves equipment used within distribution networks, and determines the eligibility of contractors working on licensed distributors’ systems.
DCRP’s membership comprises representatives from Oman’s licensed electricity distribution companies, including Muscat Electricity Distribution Company, Majan Electricity Company, Mazoon Electricity Company, Dhofar Integrated Services Company, and Tanweer. The Panel also includes representatives from the Authority for Public Services Regulation, Oman Power and Water Procurement Company, Oman Electricity Transmission Company, power producers with embedded generation facilities, interconnected parties, and consumer interest groups.
The Chairperson of the Panel is appointed by the licensed distributor members and is selected from among their representatives, ensuring strong industry leadership and collaboration in the ongoing development of Oman’s electricity distribution framework.
Through its work, DCRP contributes to the reliability, safety, efficiency, and continuous improvement of electricity distribution systems across the Sultanate of Oman.
